Payroll in North Carolina
What every North Carolina pay run covers.
A dedicated team prepares each pay run, checks it, and sends it to you to approve before anyone is paid. Six things are right every time.
- Withholding, every run Federal withholding, and state and local taxes where they apply, worked out in every run from each employee’s own forms.
- Filed on schedule Quarterly and annual payroll tax filings prepared from the same runs and filed on schedule by your payroll platform, so nothing is rebuilt at the deadline.
- Unemployment insurance North Carolina contributions worked out on each employee’s wages, up to the state’s taxable wage base.
- Leave that adds up Paid leave accrued in the file to your own leave policy, so balances are right when someone asks.
- Paid on the right day Pay frequency and final pay set to the state’s rules, and every run approved by you before anyone is paid.
- New hires, set up properly New employees reported to the state and set up before their first pay run.
North Carolina rules
The North Carolina rules every pay run works to.
Six rules set by North Carolina, each with the law that sets it and what it does to your month. Your team works to them every pay run and every close.
Larger payrolls pay within days.
Once withholding averages $2,000 a month, North Carolina tax follows the federal schedule, due the Friday or Wednesday after each payroll, so the cash leaves soon after payday and is reconciled each run.
North Carolina taxes individual income at a flat 3.99% for taxable years after 2025, down from 4.25% for 2025, and further cuts may apply from 2027 if rate reduction triggers are met. Employers withhold using each employee’s Form NC-4 and the NC-30 tables. Average monthly withholding under $250 is paid quarterly, $250 to $2,000 monthly by the 15th, and $2,000 or more on the federal deposit schedule.

The cost lands early in the year.
Tax stops once an employee’s wages pass $34,200, so the first quarter carries most of the year’s cost for higher earners, and a budget that spreads it evenly understates January to March.
Employers pay state unemployment tax on the first $34,200 of each employee’s wages in 2026, up from $32,600 in 2025. Beginning employers pay 1%, and experience-rated employers from 0.06% to 5.76%, based on their reserve ratio and the trust fund’s balance. The quarterly tax and wage report is due April 30, July 31, October 31, and January 31.

Tip records are payroll records.
A $2.13 cash wage only works when tips make up the difference, so certified tips are recorded with each pay run, and the books show any top-up the business has to pay.
The North Carolina minimum wage is $7.25 an hour for employers doing business in the state; agricultural and domestic employees are covered by the federal minimum wage. Employers may count tips toward it, paying tipped employees at least $2.13 an hour, if employees are told in advance, keep all their tips, and certify the tips they receive monthly or each pay period.

Installation is taxable; advice is not listed.
A business that installs or maintains equipment as well as advising charges tax on the first, so invoices separate the two, and tax collected is held for the return due on the 20th.
North Carolina taxes goods, certain digital property, and specified services, including repair, maintenance, and installation services, service contracts, admissions, laundry and linen services, and accommodation rentals; professional services are not on that list. The state rate is 4.75%, and with county and transit taxes combined rates run from 6.75% to 8.25% in Mecklenburg County. Returns are monthly, due the 20th, or quarterly below $100 a month.

A written pay policy does real work.
Earned commissions, bonuses, and vacation pay can be forfeited only under a policy employees were told about, so the policy and the payroll file are kept in step, and a leaver’s final pay runs on the next regular payday.
North Carolina sets no required pay frequency: pay periods may be daily, weekly, biweekly, semimonthly, or monthly, on regular paydays. Employees who leave for any reason are paid all wages due on or before the next regular payday, by mail if they ask. A leaver’s bonuses and commissions are paid on the first regular payday after they can be calculated, and can be forfeited only under a policy employees were told about.

Onboarding is part of the pay run.
The new-hire report and the written pay policy draw on the same setup as the first pay, so both are done the day someone is added to the payroll file.
Employers report each newly hired or rehired employee to the North Carolina New Hire Directory within 20 days of the hire date, giving the employee’s name, mailing address, Social Security number, and date of hire with the employer’s details. Employers must also make their pay practices and policies on promised wages available to employees, in writing or by a notice posted where employees can see it.

Questions North Carolina businesses ask.
Straight answers about payroll for a North Carolina business, from a team that works remotely.
What does a Visory pay run for a North Carolina business include?
Your Payroll Specialist runs each pay run, with Delphi AI preparing and checking it in the background, and you approve it before anyone is paid. The Payroll Specialist handles new hires, leave, changes, and terminations, applies North Carolina withholding and unemployment tax, and posts the run to your books, so wages, deductions, and leave balances agree every month.
What hours does my payroll team work?
Your payroll team works 9am to 5pm Eastern Time on business days, all year round. Outside those hours, the Visory platform is your 24/7 access point, so your payroll information is there whenever you need it.
How often do I have to pay employees in North Carolina?
North Carolina does not set a pay frequency: pay periods may be daily, weekly, biweekly, semimonthly, or monthly, as long as paydays are regular. Anyone who leaves is paid all wages due by the next regular payday, and any bonuses and commissions on the first regular payday after they can be calculated. This is general information; the Department of Labor sets the rules.
Do North Carolina employers have to give paid sick leave?
State law does not require it. The Department of Labor says employers are not required to give wage benefits such as vacation pay, sick leave, or holiday pay, but once an employer promises them, it must pay them under its own policy, and that policy has to be available to employees in writing or on a posted notice. This is general information; the Department of Labor sets the rules.
Can I reduce an employee’s pay in North Carolina?
Yes, with notice. Since July 8, 2021, an employer must notify employees in writing at least one pay period before any change that reduces pay or wage benefits, and the reduction cannot apply to wages already earned. Pay cannot fall below the $7.25 minimum wage. This is general information; the Department of Labor sets the rules.
What do I have to do when I hire someone in North Carolina?
Report the new employee to the North Carolina New Hire Directory within 20 days of the hire date, with their name, mailing address, Social Security number, and date of hire, and make your pay policies available in writing or on a posted notice. Your Payroll Specialist does both when the employee is set up, before the first pay run.
What is the North Carolina unemployment tax wage base in 2026?
Tax is paid on the first $34,200 of each employee’s wages in 2026, up from $32,600 in 2025. Beginning employers pay 1%, and experience-rated rates run from 0.06% to 5.76%. The quarterly tax and wage report is due on the last day of the month after each quarter, and your Payroll Specialist prepares it from the same pay runs.
When is North Carolina withholding paid over?
It depends on average monthly withholding: under $250, quarterly by the last day of the month after the quarter; $250 to $2,000, monthly by the 15th, with December due January 31; $2,000 or more, on the federal schedule, the Friday or Wednesday after each payroll. This is general information; the Department of Revenue sets the rules.
What is the minimum wage in North Carolina?
It is $7.25 an hour for employers doing business in the state, with agricultural and domestic employees covered by the federal minimum wage. Tipped employees can be paid $2.13 an hour if tips make up the difference, they are told in advance, they keep their tips, and tips are certified monthly or each pay period. This is general information; the Department of Labor sets the rules.
