Pennsylvania rules
The Pennsylvania rules your finance function runs on.
Four rules set by Pennsylvania, each with the law that sets it and what it does to your month. Your team works to them every pay run and every close.
One flat rate, four payment calendars.
The rate never changes with pay, but the deposit schedule does: a business withholding $5,000 or more a quarter pays semi-weekly, within days of each payday, so each payment is reconciled to its payroll as it goes.
Employers withhold Pennsylvania personal income tax at a flat 3.07% of compensation from residents and from nonresidents earning income in Pennsylvania. How often it is paid depends on quarterly withholding: under $300 is paid quarterly, $300 to $999 monthly by the 15th of the next month, $1,000 to $4,999.99 semi-monthly within three banking days, and $5,000 or more semi-weekly. Employers also file a quarterly withholding return, Form W-3.

Two contributions with different shapes.
The employer’s stops at $10,000 of wages, so it lands early in the year, while the employee’s 0.07% comes out of every paycheck, so both are tracked separately in each quarterly report.
Employers pay contributions on the first $10,000 of each employee’s wages, the base in force since 2018. A new non-construction employer pays a total rate of 3.8220% for its first two or three years, or 10.5924% in construction. Employers also withhold employee contributions of 0.07% of total gross wages, with no wage cap. Quarterly reports and contributions are due April 30, July 31, October 31, and January 31.

Tip credits need tip records.
A tipped employee can be paid $2.83 an hour only while tips reach $135 a month and cover the gap to $7.25, so the payroll file records tips each period and tops up any shortfall.
Pennsylvania’s minimum wage is $7.25 an hour, in effect since July 24, 2009, with overtime at 1.5 times the regular rate after 40 hours in a workweek. Tipped employees may be paid a cash wage of $2.83 an hour if they receive at least $135 a month in tips, and the employer makes up the difference when tips and the cash wage fall short of $7.25. Employers keep accurate records of each employee’s earnings and hours.

Staffing and office services can carry tax.
A business selling help supply, secretarial, or cleaning services collects 6% to 8% on the invoice and holds it for the state, so the books keep tax collected apart from fee income until each return is paid.
Pennsylvania’s 6% sales tax applies to goods and to specific business services, including lobbying; adjustment, collection, and credit reporting; secretarial and editing; employment agency and help supply; building maintenance and cleaning; disinfecting and pest control; and lawn care. A 1% local tax is added in Allegheny County and 2% in Philadelphia. Monthly returns, due the 20th, apply once tax passes $600 a quarter; smaller liabilities file quarterly or semiannually.

Clean books are the start. Every month, Insights turns them into a plain-English report, and a named Business Performance Partner walks your leadership team through what they mean for the year ahead.
Unemployment costs, front-loaded
At the 3.822% new-employer rate on the $10,000 wage base, each employee costs up to $382.20 in contributions a year, and for anyone paid more than $40,000, all of it falls in the first quarter. Insights puts that into the cash flow forecast, alongside the 0.07% employee share.
Pittsburgh payroll carries an employer tax
Pittsburgh’s Payroll Expense Tax is 0.55% of payroll for work done in the city, paid by the employer: $5,500 a year on $1 million of payroll, in four payments due by the last day of the second month after each quarter. Insights schedules each one in the cash flow forecast.
Sales tax on services is held, not earned
On a $10,000 help supply or cleaning invoice, sales tax adds $600 at the 6% state rate, $700 in Allegheny County, and $800 in Philadelphia, and it belongs to the state until the return is due on the 20th. Insights keeps it apart from operating cash.

Questions Pennsylvania businesses ask.
Straight answers about bookkeeping for a Pennsylvania business, from a team that works remotely.
Does Visory have an office in Pennsylvania?
Visory’s US leadership team is in New York, and its teams work with growing businesses across the United States remotely, so we support businesses in Pennsylvania as we do everywhere else. A Pennsylvania business gets a dedicated team you know by name, who work inside your own QuickBooks or Xero file and meet you by video call. Your records stay in your file, which you can open at any time.
What hours does my Visory team work?
Your team works 9am to 5pm Eastern Time on business days, all year round. Outside those hours, the Visory platform is your 24/7 access point, so your financial information is there whenever you need it.
Can a bookkeeper outside my office look after a Pennsylvania business?
Yes. What matters is that the team knows Pennsylvania’s rules and works inside your own accounting file. Visory connects to your bank feeds and software, codes and reconciles transactions through the month with Delphi AI working under an expert team, and meets you by video call. Nothing about the work depends on where your office is.
How much does a bookkeeper cost in Pennsylvania?
Visory charges one flat monthly fee for the scope we agree, with no hourly billing and no timesheets. The fee reflects the services you take, from bookkeeping and payroll to accounts payable, accounts receivable, and Insights, and the volume of work in your business. After a discovery call, you get a clear proposal, so you know the monthly cost before you start.
See how pricing works Do you work in QuickBooks and Xero?
Yes. Visory works inside the systems you already use: QuickBooks and Xero for the ledger, Gusto and Rippling for pay runs, and Bill, Ramp, and Stripe for payments, along with your bank feeds. Your books stay in your own accounting file, which you own and can open at any time. Any change to your setup is agreed with you first.
Do Pennsylvania businesses charge sales tax on services?
Only on the business services the law names, such as lobbying, collection and credit reporting, secretarial and editing, employment agency and help supply, building cleaning, pest control, and lawn care. The rate is 6%, 7% in Allegheny County, and 8% in Philadelphia. This is general information; the Department of Revenue sets the rules.
Who has Philadelphia Wage Tax withheld?
Every employed Philadelphia resident, wherever they work, at 3.735% from July 1, 2026, and nonresidents for work they do in Philadelphia, at 3.425%. Pennsylvania employers of either register with the city within 30 days. So your payroll file needs a current home address and work location for everyone. This is general information; the City of Philadelphia Department of Revenue sets the rules.
How is Pennsylvania local earned income tax withheld?
The employer compares the rate where each employee lives with the nonresident rate where they work, withholds the higher of the two, and sends it, with the Local Services Tax, to the tax collector for the worksite. Each new employee completes a Residency Certification Form at hire. This is general information; the Department of Community and Economic Development publishes the rules.
Can you look after staff in more than one state?
Yes. Each state sets its own withholding, unemployment insurance, minimum wage, and leave rules, and Pennsylvania has reciprocal agreements with Indiana, Maryland, New Jersey, Ohio, Virginia, and West Virginia, so residents of those states can have their home state’s tax withheld instead. Visory keeps one set of books and runs payroll with each state’s rules applied.
Do you offer a fractional CFO in Pennsylvania?
A fractional CFO advises on numbers someone else produces. Visory runs the books, payroll, and payments, then delivers the insight from the same team: Visory Insights is a plain-English monthly report and a session with a named Business Performance Partner. There is no handover between the doing and the advising, and it comes on one flat monthly fee.
