Florida rules
The Florida rules your finance function runs on.
Four rules set by Florida, each with the law that sets it and what it does to your month. Your team works to them every pay run and every close.
Payroll is simpler, the entity is not.
No state withholding means one less deposit each pay run, but a business taxed as a corporation still owes 5.5% on Florida income above the $50,000 exemption, so the tax estimate belongs in the monthly numbers.
Article VII, Section 5 of the Florida Constitution bars a state tax on the income of residents who are natural persons beyond what may be credited against federal tax, so Florida has no income tax on wages and employers withhold federal income tax only. Corporations, including entities taxed federally as corporations, pay Florida corporate income tax instead: 5.5% of Florida net income, the income left after a $50,000 exemption, for taxable years beginning on or after January 1, 2022.
Florida Constitution, Article VII, Section 5; constitutional limit adopted 1971; 5.5% corporate rate for taxable years beginning on or after January 1, 2022.Sources The Florida Senate: Florida Constitution, Article VII, Section 5 Florida Department of Revenue: Florida Corporate Income Tax
The cost lands early in the year.
Tax stops once an employee’s wages pass $7,000, so most of the year’s reemployment tax accrues on January to March wages and is paid with the first-quarter RT-6 by April 30, and a budget that spreads it evenly understates January to March.
Florida calls it reemployment tax. Employers pay it on the first $7,000 of each employee’s wages in a calendar year, and workers pay nothing. New employers pay 2.7% for their first 10 quarters; after that, 2026 rates run from 0.1% ($7 per employee) to 5.4% ($378). The Employer’s Quarterly Report, Form RT-6, is due April 30, July 31, October 31, and January 31, even with no wages to report.

The next change moves to January.
After the $15.00 step, the rate holds through 2027 and then changes each January 1, so pay reviews and price increases can be planned on a calendar year instead of around September 30.
Florida’s minimum wage rose from $14.00 to $15.00 an hour on September 30, 2026, the last of the annual steps voters approved in 2020, and stays at $15.00 through December 31, 2027. From September 2027 it is adjusted for inflation each year, taking effect the following January 1. Tipped employees receive a direct wage of at least $11.98 an hour, the $15.00 rate less the 2003 tip credit of $3.02.

The county decides the rate.
Surtax follows where a taxable item or service is delivered, so a business selling across counties charges different totals, and the books need tax collected recorded by county to match the return.
Each sale, admission, storage, or rental in Florida is taxable unless exempt, and businesses providing taxable services, such as investigative and crime protection services, interior nonresidential cleaning, and nonresidential pest control, must register to collect tax. The state rate is 6%. County surtaxes run from none to 2% in 2026, so combined rates range from 6% to 8%. Most new businesses file quarterly, monthly above $1,000 of tax a year, with returns due on the 1st and late after the 20th of the next month.

Reemployment tax, front-loaded
At the 2.7% new-employer rate, each employee costs $189 in reemployment tax a year, and for anyone paid more than $28,000 a year, all of it falls in the first quarter. Insights puts that into the cash flow forecast, so January to March is planned, not a surprise.
The $15.00 floor, priced in
The step from $14.00 to $15.00 adds $2,080 a year for a full-time employee on the minimum, working 2,080 hours. With the rate fixed until December 31, 2027, Insights shows the full-year cost in 2027 and the January 2028 change in the forecast.
Corporate tax starts above $50,000
A corporation with $200,000 of income apportioned to Florida pays 5.5% on the $150,000 above the exemption, or $8,250. Insights tracks Florida income through the year, so the tax is set aside as profit builds rather than found at year end.

Questions Florida businesses ask.
Straight answers about bookkeeping for a Florida business, from a team that works remotely.
Does Visory have an office in Florida?
Visory’s US leadership team is in New York, and its teams work with growing businesses across the United States remotely, so we support businesses in Florida as we do everywhere else. A Florida business gets a dedicated team you know by name, who work inside your own QuickBooks or Xero file and meet you by video call. Your records stay in your file, which you can open at any time.
What hours does my Visory team work?
Your team works 9am to 5pm Eastern Time on business days, all year round. Outside those hours, the Visory platform is your 24/7 access point, so your financial information is there whenever you need it.
Can a bookkeeper outside my office look after a Florida business?
Yes. What matters is that the team knows Florida’s rules and works inside your own accounting file. Visory connects to your bank feeds and software, codes and reconciles transactions through the month with Delphi AI working under an expert team, and meets you by video call. Nothing about the work depends on where your office is.
How much does a bookkeeper cost in Florida?
Visory charges one flat monthly fee for the scope we agree, with no hourly billing and no timesheets. The fee reflects the services you take, from bookkeeping and payroll to accounts payable, accounts receivable, and Insights, and the volume of work in your business. After a discovery call, you get a clear proposal, so you know the monthly cost before you start.
See how pricing works Do you work in QuickBooks and Xero?
Yes. Visory works inside the systems you already use: QuickBooks and Xero for the ledger, Gusto and Rippling for pay runs, and Bill, Ramp, and Stripe for payments, along with your bank feeds. Your books stay in your own accounting file, which you own and can open at any time. Any change to your setup is agreed with you first.
Do Florida businesses charge sales tax on services?
Some do. Florida taxes each sale, admission, storage, or rental unless it is exempt, and the Department of Revenue lists investigative and crime protection services, interior nonresidential cleaning, and nonresidential pest control among the taxable services. The state rate is 6%, plus a county surtax of up to 2% in 2026. This is general information; the Florida Department of Revenue sets the rules.
Does Florida have a state income tax?
Not on individuals. The Florida Constitution limits a state tax on the income of residents who are natural persons, so there is no state withholding from wages. Corporations do pay Florida corporate income tax, 5.5% of Florida income above a $50,000 exemption, so the entity your business uses decides whether there is a state tax to plan for. This is general information; the Florida Department of Revenue sets the rules.
How often do Florida businesses file sales tax returns?
Most new businesses file quarterly, and a business collecting more than $1,000 of tax a year files monthly. Returns and payments are due on the 1st and late after the 20th of the month after each period, and a return is filed even when no tax is due. Filing and paying electronically on time earns a collection allowance of 2.5% of the first $1,200 of tax, up to $30. This is general information; the Florida Department of Revenue sets the rules.
Can you look after staff in more than one state?
Yes. Each state sets its own income tax withholding, unemployment insurance, minimum wage, and leave rules. Florida has no income tax on wages, so staff working in Florida have no state withholding, while staff in other states follow those states’ rules. Visory keeps one set of books and runs payroll with each state’s rules applied, so every state’s cost shows in one monthly report.
Do you offer a fractional CFO in Florida?
A fractional CFO advises on numbers someone else produces. Visory runs the books, payroll, and payments, then delivers the insight from the same team: Visory Insights is a plain-English monthly report and a session with a named Business Performance Partner. There is no handover between the doing and the advising, and it comes on one flat monthly fee.
