Illinois rules
The Illinois rules your finance function runs on.
Four rules set by Illinois, each with the law that sets it and what it does to your month. Your team works to them every pay run and every close.
The $12,000 line changes the payment rhythm.
Once withholding passes it in a quarter, payments move from monthly to semi-weekly from the next quarter, due days after each payroll, so payroll and the books are reconciled every pay run rather than every month.
Employers withhold Illinois income tax at a flat 4.95% of wages after subtracting allowances, using Booklet IL-700-T, with an exemption allowance of $2,925 for 2026. Withholding is paid monthly, by the 15th of the next month, or semi-weekly once more than $12,000 was withheld in the look-back period or in a quarter. Form IL-941 is filed quarterly, by the last day of the month after each quarter, and Illinois has no annual reconciliation return.

The cost lands in the first quarter.
Contributions stop once wages pass $14,250, so for staff paid well above that, nearly the whole year’s cost goes out with the April report, and a budget that spreads it evenly overstates the rest of the year.
Contributions are paid on the first $14,250 of each worker’s wages in 2026, up from $13,916 in 2025. Most new employers pay the entry rate of 3.350%, or 3.450% in administrative support and waste management. Experience-rated employers pay from 0.750% to 7.050%, and every rate includes the 0.550% fund building rate. Form UI-3/40 and contributions are due by April 30, July 31, October 31, and January 31.

The rate follows the work location.
A business with staff in Chicago, in suburban Cook County, and downstate pays three different floors, and the city and county rates move every July 1, so each employee’s work location in the payroll file decides which applies.
The Illinois minimum wage is $15.00 an hour for workers 18 and older, unchanged on January 1, 2026. Employers of tipped workers may pay 60% of it, $9.00, and workers under 18 working fewer than 650 hours a year are paid at least $13.00. From July 1, 2026, Chicago sets $17.05 for employers with 4 or more employees, and Cook County sets $15.40.

The service is untaxed, the items are not.
A business that transfers printed, built, or supplied items as part of its service owes tax on those items, and stating their selling price separately on the invoice keeps the tax to the items rather than to half the bill.
Illinois taxes sales of general merchandise at 6.25%, plus locally imposed taxes that vary by location. The service component of a sale of service is not taxable: Service Occupation Tax applies only to tangible personal property transferred as part of the service, and from January 1, 2026 some of those transfers are taxed at the rate where the purchaser receives them. Form ST-1 is due by the 20th of the month after each monthly, quarterly, or annual period.

What your numbers should show in Illinois.
Clean books are the start. Every month, Insights turns them into a plain-English report, and a named Business Performance Partner walks your leadership team through what they mean for the year ahead.
Chicago’s floor adds $4,264 a year
At $17.05 an hour, a full-time Chicago employee on the minimum wage costs $2.05 an hour more than the $15.00 state rate: $4,264 over 2,080 hours. The city rate rises again each July 1, so Insights builds the new rate into the second half of every year.
Unemployment costs, paid by April
At the 3.350% entry rate, each employee costs up to $477.38 in 2026 contributions, and for anyone paid $57,000 or more a year, the whole $14,250 wage base is reached in the first quarter. Insights puts that into the cash flow forecast for the April 30 payment.
Semi-weekly deposits start near $242,000
Withholding of more than $12,000 in a quarter moves payments to semi-weekly from the next quarter. At 4.95%, that is about $242,000 of Illinois taxable wages in a single quarter. Insights flags the quarter your hiring plan crosses it, so the cash leaves on the new schedule.

Questions Illinois businesses ask.
Straight answers about bookkeeping for an Illinois business, from a team that works remotely.
Does Visory have an office in Illinois?
Visory’s US leadership team is in New York, and its teams work with growing businesses across the United States remotely, so we support businesses in Illinois as we do everywhere else. An Illinois business gets a dedicated team you know by name, who work inside your own QuickBooks or Xero file and meet you by video call. Your records stay in your file, which you can open at any time.
What hours does my Visory team work?
Your team works 9am to 5pm Eastern Time on business days, all year round. Outside those hours, the Visory platform is your 24/7 access point, so your financial information is there whenever you need it.
Can a bookkeeper outside my office look after an Illinois business?
Yes. What matters is that the team knows Illinois’s rules and works inside your own accounting file. Visory connects to your bank feeds and software, codes and reconciles transactions through the month with Delphi AI working under an expert team, and meets you by video call. Nothing about the work depends on where your office is.
How much does a bookkeeper cost in Illinois?
Visory charges one flat monthly fee for the scope we agree, with no hourly billing and no timesheets. The fee reflects the services you take, from bookkeeping and payroll to accounts payable, accounts receivable, and Insights, and the volume of work in your business. After a discovery call, you get a clear proposal, so you know the monthly cost before you start.
See how pricing works Do you work in QuickBooks and Xero?
Yes. Visory works inside the systems you already use: QuickBooks and Xero for the ledger, Gusto and Rippling for pay runs, and Bill, Ramp, and Stripe for payments, along with your bank feeds. Your books stay in your own accounting file, which you own and can open at any time. Any change to your setup is agreed with you first.
Do Illinois businesses charge sales tax on services?
Not on the service itself. The service component of a sale of service is not taxable in Illinois; Service Occupation Tax applies only to tangible personal property transferred as part of the service. Sales of general merchandise are taxed at 6.25% plus local taxes that vary by location. This is general information; the Illinois Department of Revenue sets the rules.
What is the minimum wage in Chicago?
From July 1, 2026, the Chicago minimum wage is $17.05 an hour for employers with 4 or more employees, and $12.96 for tipped workers, against $15.00 across the rest of the state. Suburban Cook County sets $15.40 where municipalities have not opted out. This is general information; the City of Chicago and Cook County set their rules.
How often do Illinois businesses file sales tax returns?
The Illinois Department of Revenue decides how often each business files Form ST-1, based on its registration and annual liability: it may move a business to monthly returns above $200 of average monthly liability, quarterly between $50 and $200, and annual below $50. Monthly and quarterly returns are due by the 20th of the month after the period, and annual returns by January 20. A business with average monthly liability of $20,000 or more also makes quarter-monthly payments. This is general information; the Illinois Department of Revenue sets the rules.
Can you look after staff in more than one state?
Yes. Each state sets its own income tax withholding, unemployment insurance, minimum wage, and leave rules, and Illinois does not require withholding from residents of Iowa, Kentucky, Michigan, and Wisconsin under its reciprocal agreements. Visory keeps one set of books and runs payroll with each state’s rules applied to the staff who work there, so every state’s cost shows in one monthly report.
Do you offer a fractional CFO in Illinois?
A fractional CFO advises on numbers someone else produces. Visory runs the books, payroll, and payments, then delivers the insight from the same team: Visory Insights is a plain-English monthly report and a session with a named Business Performance Partner. There is no handover between the doing and the advising, and it comes on one flat monthly fee.
