Who we work with in North Dakota

Growing businesses across North Dakota.

Health care and social assistance is North Dakota’s largest private industry, with about 65,800 jobs, and mining, quarrying, and oil and gas extraction employs about 17,200 people, almost 11 times its share of jobs nationally (BLS Quarterly Census of Employment and Wages, 2025 annual averages). Across the state, private employers averaged about 354,000 jobs in 2025.

North Dakota rules

The North Dakota rules your finance function runs on.

Six rules set by North Dakota, each with the law that sets it and what it does to your month. Your team works to them every pay run and every close.

Low rates, but a quarterly deadline.

Withholding builds up over three months before it is paid over, so the books hold it as a liability each pay run and the quarterly return agrees with what payroll withheld.

Set by N.D.C.C. §§ 57-38-59 and 57-38-60; Income Tax Withholding Rates and Instructions, 2026

Employers withhold North Dakota income tax using the 2026 tables, which work from federal Form W-4. For a single employee, nothing is withheld on the first $57,625 of annual taxable wages, then 1.95%, and 2.50% above $258,450. Bonuses paid separately may instead be withheld at a flat 1.50%. Form 306 and the tax are due each quarter, by April 30, July 31, October 31, and January 31; employers that withheld less than $1,000 last year and filed and paid every quarter on time may file once a year.

N.D.C.C. §§ 57-38-59 and 57-38-60; Income Tax Withholding Rates and Instructions, 2026; withholding tables for wages paid in 2026.

A high base spreads the cost through the year.

With $46,600 of wages taxed per employee, contributions keep running past the first quarter for most staff, so the quarterly cost moves with headcount rather than landing all in January to March.

Set by N.D.C.C. chapter 52-04, including § 52-04-03

Employers pay unemployment insurance tax on the first $46,600 of each employee’s wages in 2026, a base set each year at 70% of a statewide average annual wage. Rates for experienced employers run from 0.07% to 9.67%. New employers outside construction pay 1.00% with a positive balance and 6.07% with a negative balance, and new construction employers 9.67%. Contribution and wage reports are filed and paid electronically every quarter, by the end of the month after the quarter.

N.D.C.C. chapter 52-04, including § 52-04-03; 2026 taxable wage base and rate schedules.

Tipped pay needs a top-up check.

For staff paid the $4.86 direct wage, the payroll file compares wages plus tips with $7.25 an hour each pay run, and the written records the tip credit requires come from the same runs.

Set by N.D.C.C. § 34-06-22; N.D. Admin. Code § 46-02-07-03

The North Dakota minimum wage is $7.25 an hour. Employers may take a tip credit of up to 33% of the minimum wage for tipped employees, those who customarily receive more than $30 a month in tips, so the direct wage is at least $4.86 an hour. An employer using the tip credit must tell the employee in advance and keep written records showing that wages and tips together reach the minimum wage.

N.D.C.C. § 34-06-22; N.D. Admin. Code § 46-02-07-03; $7.25 an hour effective July 24, 2009.

Software is where services meet the tax.

A business that resells software or rents equipment collects sales tax on those lines, so invoices show them apart from untaxed services, and the tax is held for the return.

Set by N.D.C.C. § 57-39.2-02.1

The 5% state sales tax applies to goods and to the services the law lists: communication services other than internet access, admissions, hotel rooms, rentals of goods, and computers and prewritten software. Professional services are not on the list. Cities and counties add taxes of their own; in Fargo, that is 2.25% city tax and 0.5% county tax. Returns are filed monthly, quarterly, or annually, as set when the permit is issued.

N.D.C.C. § 57-39.2-02.1; local rates effective October 1, 2026.

Leavers are paid on the normal cycle, with their leave.

Final pay runs on the next regular payday whatever the reason, and available paid time off is paid with it, so the leave balance is checked before that run.

Set by N.D.C.C. §§ 34-14-02 and 34-14-03; N.D. Admin. Code § 46-02-07-02

Employers pay all wages due at least once each calendar month, on regular paydays designated in advance, in cash, by check, by direct deposit, or, at the employee’s election, by stored value card. When an employee quits, is discharged, or is suspended in an industrial dispute, unpaid wages are due on the regular payday for the period worked, and a discharged employee is paid by certified mail or as agreed. Paid time off available for use at separation must be paid at the regular rate.

N.D.C.C. §§ 34-14-02 and 34-14-03; N.D. Admin. Code § 46-02-07-02.

Onboarding is part of the pay run.

The new-hire report draws on the same details as the first pay, so it is done the day someone is added to the payroll file, and a returning seasonal worker is reported again after 60 days away.

Set by Federal new hire reporting law; N.D.C.C. §§ 34-15-05 and 34-15-06 (penalties)

Employers report every newly hired employee, full time, part time, or temporary, to the State Directory of New Hires within 20 days of the employee’s first day of work. A former employee counts as a new hire after a separation of at least 60 days in a row. The report gives the employee’s name, address, Social Security number, date of hire, and whether health insurance is offered, with the employer’s name, address, and federal employer identification number.

Federal new hire reporting law; N.D.C.C. §§ 34-15-05 and 34-15-06 (penalties).

How it works from anywhere

Can a team outside North Dakota run a North Dakota business?

Yes. Visory’s US leadership team is in New York, and its teams work with businesses across the United States remotely, inside your own accounting file, so nothing about the work depends on where your office is.

Your own file

Your books stay in your own QuickBooks or Xero file. Your team works inside it, so you see the same numbers they do, whenever you look.

A team you know by name

A dedicated team runs the work, led by a Business Performance Partner. You meet them by video call, and you always know who to ask.

North Dakota rules, built in

Visory runs the finance function for growing businesses across the United States, with its US leadership team in New York. Your books stay in your own QuickBooks or Xero file, and your team works inside it with you. Every pay run and every close is checked against the rules on this page.

Business hours, and the platform after them

Your team works 9am to 5pm Eastern Time on business days, all year round, and the Visory platform is open to you around the clock for documents, approvals, and your numbers.

Visory Insights

What your numbers should show in North Dakota.

Clean books are the start. Every month, Insights turns them into a plain-English report, and a named Business Performance Partner walks your leadership team through what they mean for the year ahead.

What a new hire adds in unemployment tax

At the 1.00% rate for a new employer outside construction with a positive balance, each employee costs up to $466 in 2026 on the $46,600 base, and a new construction employer pays up to $4,506.22 at 9.67%. Insights carries the rate your business is assigned into the headcount plan, so a hire’s full cost shows before the offer goes out.

Reciprocity forms expire every February

Minnesota and Montana residents working in North Dakota can be exempt from its withholding, but the exemption is renewed each year with a new Form NDW-R by February 28, and Minnesota residents must return home at least monthly. Insights flags the renewal in January, so cross-border staff are paid correctly from the first run of March.

Fargo’s local sales tax stops at a cap

Software sold in Fargo carries the 5% state rate plus 2.25% city and 0.5% county tax, but local tax is capped at $56.25 and $12.50 a sale. On a $10,000 sale, that is $568.75, not $775; a buyer charged more can claim the excess back. Insights keeps tax collected apart from operating cash until the return is due.

Straight answers about bookkeeping and payroll for a North Dakota business, from a team that works remotely.

Visory’s US leadership team is in New York, and its teams work with growing businesses across the United States remotely, so we support businesses in North Dakota as we do everywhere else. Your records stay in your file, which you can open at any time.

What hours does my Visory team work?

Your team works 9am to 5pm Eastern Time on business days, all year round. Outside those hours, the Visory platform is your 24/7 access point, so your financial information is there whenever you need it.

Can a bookkeeper outside my office look after a North Dakota business?

Yes. What matters is that the team knows North Dakota rules and works inside your own accounting file. Visory connects to your bank feeds and software, codes and reconciles transactions through the month with Delphi AI working under an expert team, and meets you by video call. Nothing about the work depends on where your office is.

How much does a bookkeeper cost in North Dakota?

Visory charges one flat monthly fee for the scope we agree, with no hourly billing and no timesheets. The fee reflects the services you take, from bookkeeping and payroll to accounts payable, accounts receivable, and Insights, and the volume of work in your business. After a discovery call, you get a clear proposal, so you know the monthly cost before you start.

See how pricing works

Do you work in QuickBooks and Xero?

Yes. Visory works inside the systems you already use: QuickBooks and Xero for the ledger, Gusto and Rippling for pay runs, and Bill, Ramp, and Stripe for payments, along with your bank feeds. Your books stay in your own accounting file, which you own and can open at any time. Any change to your setup is agreed with you first.

Do North Dakota businesses charge sales tax on services?

Only on the services the sales tax law lists, such as communication services, admissions, hotel rooms, rentals of goods, and prewritten software. Professional services are not on the list. The state rate is 5%, and cities and counties add their own, such as 2.25% in Fargo. This is general information; the Office of State Tax Commissioner sets the rules.

What is the North Dakota unemployment insurance wage base in 2026?

Tax is paid on the first $46,600 of each employee’s wages in 2026, set each year at 70% of a statewide average annual wage. Experienced employers pay from 0.07% to 9.67%, new employers outside construction 1.00% (6.07% with a negative balance), and new construction employers 9.67%. This is general information; Job Service North Dakota sets the rules.

How often do I have to pay employees in North Dakota?

At least once each calendar month, on regular paydays set in advance. Anyone who quits or is discharged is paid their unpaid wages on the regular payday for the period they worked, along with any paid time off available for use when they leave. This is general information; the North Dakota Department of Labor and Human Rights enforces the rules.

Can you look after staff in more than one state?

Yes. Each state sets its own income tax withholding, unemployment insurance, minimum wage, and leave rules, and North Dakota exempts Minnesota and Montana residents from its withholding when they give their employer Form NDW-R each year. Visory keeps one set of books and runs payroll with each state’s rules applied to the staff who work there, so every state’s cost shows in one monthly report.

Do you offer a fractional CFO in North Dakota?

A fractional CFO advises on numbers someone else produces. Visory runs the books, payroll, and payments, then delivers the insight from the same team: Visory Insights is a plain-English monthly report and a session with a named Business Performance Partner. There is no handover between the doing and the advising, and it comes on one flat monthly fee.
