Who we work with in Utah

Growing businesses across Utah.

Health care and social assistance employs about 192,000 people in Utah and manufacturing about 153,000, and professional, scientific, and technical services employ about 133,000 in almost 28,000 establishments, 1.11 times their share of jobs nationally (BLS Quarterly Census of Employment and Wages, 2025 annual averages). Across the state, private employers averaged 1.47 million jobs in 2025.

Utah rules

The Utah rules your finance function runs on.

Seven rules set by Utah, each with the law that sets it and what it does to your month. Your team works to them every pay run and every close.

Withholding is the state’s money in your account.

Tax withheld each pay run sits in the business account until it is paid over, monthly once it averages $1,000 a month, so the books carry it as a liability every month and the January return has to agree with every W-2.

Set by Utah Code, Sections 59-10-104, 59-10-402, 59-10-406, and 59-10-407; Utah Administrative Code R865-9I-17

Utah taxes a resident’s state taxable income at a flat 4.45%, under the rate section in effect from January 1, 2026. Employers withhold the amount set by Tax Commission rule to pay that tax as closely as possible and hold it in trust for the state. Returns and payments are due by the last day of April, July, October, and January for the quarter before, but an employer withholding an average of $1,000 or more a month prepays monthly, by the last day of the next month. The annual return is due January 31.

Utah Code, Sections 59-10-104, 59-10-402, 59-10-406, and 59-10-407; Utah Administrative Code R865-9I-17; 4.45% rate in the section effective January 1, 2026.

The cost runs deep into the year.

Contributions stop only once an employee’s wages pass $50,700, so they continue long after the first quarter, and a new employer’s rate depends on its industry, so the budget starts from the rate notice, not a state average.

Set by Utah Employment Security Act, Utah Code, Section 35A-4-303; Utah Administrative Code R994-305-801

In 2026, employers pay unemployment contributions on the first $50,700 of each employee’s wages, and experience rates run from 0.20% to 7.20%, before surtaxes and surcharges. A new employer’s rate is based on the average benefit cost of its major industry, and is raised to 1.1% if the calculation comes out lower; an industry with no Utah history starts from a 5.4% basic rate. Contributory employers file a wage list with Form 3, the Employer’s Contribution Report, by the last day of the month after each quarter.

Utah Employment Security Act, Utah Code, Section 35A-4-303; Utah Administrative Code R994-305-801; 2026 wage base and rates, in the US Department of Labor summary effective July 2026.

The floor moves only with the federal rate.

Because the state minimum cannot exceed the federal one, a change in Utah’s floor follows a federal change, so pay above $7.25 is a market decision and the payroll file needs no state wage schedule of its own.

Set by Utah Minimum Wage Act, Utah Code, Section 34-40-103

Utah’s minimum wage is $7.25 an hour, and state law excludes from coverage any employment subject to the federal Fair Labor Standards Act. The Labor Commission sets the state minimum wage by rule, may not set it above the federal minimum wage in effect at the time, and must review it at least every three years. Tipped employees who receive more than $30 a month in tips may be paid a cash wage of $2.13.

Utah Minimum Wage Act, Utah Code, Section 34-40-103.

Tax follows goods and named services.

The tax follows goods and the services the law names, so a firm that also sells products or repairs collects it on those lines, invoices them apart from advice, and holds the tax until the return is due.

Set by Utah Sales and Use Tax Act, Utah Code, Sections 59-12-103, 59-12-107, and 59-12-108

The state sales and use tax is 4.70% plus 0.15%, with a supplemental state rate in some places, and counties, cities, and towns add their own rates, including a 1% local sales and use tax. Taxable services include repairs or renovations of tangible personal property, assisted cleaning or washing of it, laundry and dry cleaning, admissions to amusement and recreation, and short-term lodging. Returns are generally quarterly, due the last day of the month after each quarter, and monthly for sellers with $50,000 or more of tax in the previous year.

Utah Sales and Use Tax Act, Utah Code, Sections 59-12-103, 59-12-107, and 59-12-108; Section 59-12-103 as in effect from July 1, 2026.

A dismissal needs its own pay run.

Final wages are due the next day, far sooner than the next scheduled payday, so an off-cycle run is planned with any separation, while a resignation simply rides the regular calendar.

Set by Utah Code, Title 34, Chapter 28 (Payment of Wages), Sections 34-28-3 and 34-28-5

Wages are paid at regular intervals no longer than semimonthly, on paydays set in advance, within 10 days after the pay period closes; an employee on a yearly salary may be paid monthly, by the seventh of the next month. When an employer separates an employee, unpaid wages are due within 24 hours. An employee without a fixed-term contract who resigns is paid on the next regular payday.

Utah Code, Title 34, Chapter 28 (Payment of Wages), Sections 34-28-3 and 34-28-5; Section 34-28-3 effective May 13, 2014; Section 34-28-5 effective May 8, 2018.

Onboarding is part of the pay run.

The report draws on the same details as the first pay, so it is prepared the day someone is added to the payroll file, and a returning employee is reported again as a rehire.

Set by Centralized New Hire Registry Act, Utah Code, Section 35A-7-104

An employer that hires or rehires an employee sends the Department of Workforce Services the employee’s name, address, Social Security number, and date of hire or rehire, with the employer’s name, address, and federal tax identification number, no later than 20 days after the date of hire. With the department’s approval, reports may go semimonthly instead. Employers with staff in two or more states may instead report to another state under the federal multi-state rule.

Centralized New Hire Registry Act, Utah Code, Section 35A-7-104.

Every deduction needs paper behind it.

Benefit premiums, equipment charges, and repayments of advances each need written consent on file before the pay run takes them, and each one appears on the pay statement every payday.

Set by Utah Code, Section 34-28-3

An employer may not withhold or divert wages unless a court order or state or federal law requires it, the employee expressly authorizes it in writing, a hearing officer would find an offset warranted, or it is an automatic retirement plan contribution the employee has been told in writing they may change. On each regular payday, the employee receives a statement showing the total amount of each deduction.

Utah Code, Section 34-28-3; in effect from May 13, 2014.

How it works from anywhere

Can a team outside Utah run a Utah business?

Yes. Visory’s US leadership team is in New York, and its teams work with businesses across the United States remotely, inside your own accounting file, so nothing about the work depends on where your office is.

Your own file

Your books stay in your own QuickBooks or Xero file. Your team works inside it, so you see the same numbers they do, whenever you look.

A team you know by name

A dedicated team runs the work, led by a Business Performance Partner. You meet them by video call, and you always know who to ask.

Utah rules, built in

Visory runs the finance function for growing businesses across the United States, with its US leadership team in New York. Your books stay in your own QuickBooks or Xero file, and your team works inside it with you. Every pay run and every close is checked against the rules on this page.

Business hours, and the platform after them

Your team works 9am to 5pm Eastern Time on business days, all year round, and the Visory platform is open to you around the clock for documents, approvals, and your numbers.

Visory Insights

What your numbers should show in Utah.

Clean books are the start. Every month, Insights turns them into a plain-English report, and a named Business Performance Partner walks your leadership team through what they mean for the year ahead.

Withholding is cash held for the state

Below an average of $1,000 of withholding a month, a quarter’s tax waits until the last day of the following month, so the first payday’s tax can sit in your account for up to four months. At or above it, the tax is prepaid monthly. Insights shows which schedule applies and keeps the tax apart from operating cash.

Unemployment tax runs into November

At the 1.1% new-employer floor, each employee costs up to $557.70 a year on the $50,700 wage base, and someone paid $60,000 a year keeps attracting contributions until their wages pass the base in November. Insights spreads the cost across the months it is actually paid.

A dismissal brings pay forward

Final wages are due within 24 hours of a separation, while regular wages can be paid up to 10 days after a pay period of up to half a month closes. A separation can bring a payment forward by over three weeks. Insights shows the cash a planned restructure needs on the day, not on the next scheduled run.

Your records stay in your file, which you can open at any time.

What hours does my Visory team work?

Your team works 9am to 5pm Eastern Time on business days, all year round. Outside those hours, the Visory platform is your 24/7 access point, so your financial information is there whenever you need it.

Can a bookkeeper outside my office look after a Utah business?

Nothing about the work depends on where your office is.

How much does a bookkeeper cost in Utah?

See how pricing works

Do you work in QuickBooks and Xero?

Yes. Visory works inside the systems you already use: QuickBooks and Xero for the ledger, Gusto and Rippling for pay runs, and Bill, Ramp, and Stripe for payments, along with your bank feeds. Your books stay in your own accounting file, which you own and can open at any time. Any change to your setup is agreed with you first.

Do Utah businesses charge sales tax on services?

Only on the services Utah’s sales tax law names, such as repairs or renovations of tangible personal property, cleaning or washing it, laundry and dry cleaning, admissions, and short-term lodging, as well as on sales of goods. The state rate is 4.85%, before county and city rates. This is general information; the Utah State Tax Commission sets the rules for your business.

When is final pay due in Utah?

When an employer separates an employee, unpaid wages are due within 24 hours, by direct deposit, hand delivery, or a check mailed within a day. An employee without a fixed-term contract who resigns is paid on the next regular payday. Your Payroll Specialist prepares the final pay to whichever deadline applies. This is general information; the Utah Labor Commission sets the rules.

How soon do I report a new hire in Utah?

Within 20 days of the date of hire or rehire, to the Department of Workforce Services, with the employee’s name, address, Social Security number, and start date, and your business’s name, address, and federal tax identification number. Your Payroll Specialist prepares the report when the employee is set up. This is general information; the Department of Workforce Services sets the rules.

Can you look after staff in more than one state?

Yes. Each state sets its own income tax withholding, unemployment insurance, minimum wage, and leave rules, and Utah requires withholding for a nonresident employee who is in the state for work for more than 20 days in a calendar year. Visory keeps one set of books and runs payroll with each state’s rules applied to the staff who work there, so every state’s cost shows in one monthly report.

Do you offer a fractional CFO in Utah?

A fractional CFO advises on numbers someone else produces. Visory runs the books, payroll, and payments, then delivers the insight from the same team: Visory Insights is a plain-English monthly report and a session with a named Business Performance Partner. There is no handover between the doing and the advising, and it comes on one flat monthly fee.
